98C: Signals
Intelligence Analyst
Major Duties: The signals intelligence analyst
supervises and performs analysis and reporting of intercepted
foreign communications at corps, division and echelon above
corps (EAC). Performs collection management. Produces combat,
strategic, and tactical intelligence reports. Duties for MOS
98C at each skill level are:
- Skill Levels
- Skill Level 1 MOSC 98C1O. Gathers,
sorts, and scans intercepted messages to isolate valid
message traffic. Performs initial analysis to establish
target identification and communications patterns. Operates
automated data processing (ADP) equipment. Maintains
analytical working aids to support target collection,
identification, and location. Operates communications
equipment for SIGINT collection, processing and reporting.
- Skill Level 2 MOSC 98C2O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Performs intermediate analysis
of intercepted communications. Prepares technical and
tactical intelligence reports. Performs fusion analysis
of SIGINT products. Assists in the collection management
process.
- Skill Level 3 MOSC 98C3O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Writes, edits, evaluates, and
publishes SIGINT reports. Coordinates with collection
management activity to receive and plan taskings. Implements
SIGINT emergency action plans. Performs advance analysis
on intercepted communications. Supervises fusion analysis
of SIGINT products.
- Skill Level 4 MOSC 98C4O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Analyzes and evaluates intelligence
data and releases SIGINT reports. Supervises processing,
analysis, and reporting functions. Briefs analytical
mission status. Quality controls intelligence products.
Supervises collection management of supported commands
and other agencies. Provides guidance on the interpretation
of SIGINT information and the employment of collection
systems.
Physical demands rating and qualifications for initial
award of MOS. The signals intelligence analyst must possess
the following qualifications:
(1) Physical Demands Rating:
moderately heavy
(2) Physical Profile: 222221
(3) Normal color vision.
(4) A qualifying score on the Army Analysis Aptitude Test.
(5) Minimum score of 105 in aptitude
area ST.
(6) The soldier must meet TOP SECRET security clearance and
Sensitive Compartmented Information (SCI) access eligibility
requirements.
(7) A high school graduate or equivalent.
(8) Never been a member of the U.S. Peace Corps, except as
specified in AR 614-200, chapter 1.
(9) No information in military personnel, Provost Marshall,
intelligence, or medical records which would prevent the granting
of a security clearance under AR 380-67.
(10) No record of conviction by court-martial.
(11) No record of conviction by civil court for any offense
other than minor traffic violations.
(12) The soldier must be a U.S. citizen.
(13) Soldier and spouse must not have immediate family members
who reside in a country within whose boundaries physical or
mental coercion is known to be a common practice, either against-
(a) Persons accused of or acting in the interest of the U.S.
(b) The relatives of such persons to whom they may reasonably
be considered to be bound by ties of affection, kinship, or
obligation. Near relatives will also include uncles, aunts,
grandparents, father-in-law, mother-in-law, and relationships
corresponding to any of the above persons in loco parentis
(AR 630-5, para 6-2b).
(14) Have neither commercial nor vested interest in a country
within whose boundaries physical or mental coercion is known
to be a common practice against persons acting in the interest
of the U.S. This requirement applies to the soldier’s
spouse as well.
(15) Meet career management and development criteria contained
in AR 600-200, AR 614-200, and DA Pam 351-4.
(16) Formal training (completion of MOS 98C course under
the auspices of the USAICS) mandatory.
(17) Be advised that due to the nature of training and assignments,
temporary restrictions may be placed on foreign travel both
during and after the term of service.
