97E: Human
Intelligence Collector
Major Duties: The Human Intelligence Collector
(HUMINT Collector) supervises and conducts tactical HUMINT
collection operations that include, but are not limited to,
debriefings, interrogations and elicitations in English and
foreign languages for positive intelligence and force protection
information; screens Human Intelligence (HUMINT) sources and
documents to establish priorities for exploitation; under
CI supervision, plans and participates in counterintelligence
and Force Protection Operations (CFSO). Translates and exploits
captured enemy documents, foreign language and open source
publications. Prepares and edits appropriate intelligence
and administrative reports; utilizes CI/HUMINT reporting and
communications equipment; uses interpreters and manages interpreter/translator
operations; conducts liaison and coordination in foreign language
with host nation agencies; conducts analysis and performs
briefings as required. Duties for MOS 97E at each level of
skill are:
- Skill Levels
- Skill Level 1 MOSC 97E1O. Under supervision,
conducts debriefings and interrogations of HUMINT sources
in English and foreign languages; assists in screenings
of HUMINT sources and documents; participates in CFSO;
translates written foreign material and captured enemy
documents into English. Prepares appropriate intelligence
reports; acts as an interpreter/translator for intelligence
matters and materials.
- Skill Level 2 MOSC 97E2O. Reviews
and edits translations of foreign documents and material
for accuracy and completeness. Performs difficult interrogations
and translations. Screens, assesses, and debriefs (in
foreign language) refugees and defectors to fulfill
strategic intelligence requirements. Debriefs U.S. prisoner
of war returnees and other friendly sources to obtain
information for military intelligence. Prepares Information
Intelligence Reports. Conducts liaison in foreign language
with Host Nation agencies. Interprets foreign language
into English or English conversations and ensures the
accurate exchange of statements, ideas, and intent.
- Skill Level 3 MOSC 97E3O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Directs the conduct of interrogation,
translation, and interpretation functions. Assists in
directing counterintelligence force source protection
operations (CFSO). Edits interrogation reports, translation
reports, and IIR's. Monitors interrogations and translations
for accuracy and complete ness. Determines requirements
for summary, extract, or complete translations of documents.
- Skill Level 4 MOSC 97E4O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Supervises interrogation, interpretation
and document exploitation activities. Conducts intelligence
interrogation training.
- Skill Level 5 MOSC 97E5O. Performs
duties shown in preceding skill level and provides guidance
to subordinate soldiers. Supervises strategic debriefing
center and theater interrogation center. Plans, coordinates,
and supervises intelligence interrogation training and
operations.
Physical demands rating and qualifications for initial
award of MOS. The human intelligence collector must possess
the following qualifications:
(1) Physical Demands Rating:
light
(2) Physical Profile: 222221
(3) Normal color vision.
(4) Minimum score of 95 in aptitude
area ST.
(5) A Security Clearance of SECRET.
(6) A qualifying score on the English Comprehension Level
Test (ECLT 7200L or its replacement).
(7) A high school graduate or equivalent.
(8) A qualifying score on the Defense Language Aptitude Battery
(DLAB) as prescribed by AR 611-6.
(9) Good voice quality and be able to speak English and foreign
language idiomatically and without objectionable accent or
impediment.
(10) Never been a member of the U.S. Peace Corps, except
as specified in AR 6 14-200, chapter 1.
(11) No information in military personnel, Provost Marshal,
intel ligence, or medical records which would prevent the
granting of a Security Clearance under AR 380-67.
(12) No record of conviction by court-martial.
(13) No record of conviction by civil court for any offense
other than minor traffic violations.
(14) Meet career management and development criteria contained
in AR 600-200, AR 614-200, and DA Pam 351-4.
(15) Formal training (completion of MOS 97E course conducted
under the auspices of the U.S. Army Intelligence Center) mandatory.
Must also complete formal language training or meet the civilian
acquired skills criteria listed in AR 601-210.
(16) A U.S. citizen.
